Information on staff employed by Amey prior to the FDIS contract, which began in April 2022, is not held.

I recently met serving members of our forces in Fareham, who raised serious concerns about service family accommodation and, in particular, problems with CarillionAmey and the Defence Infrastructure Organisation. Will the Minister meet me so that we can review these matters and our brave servicemen and women can be housed appropriately and with dignity?

If we are to look after our armed forces, if we want to achieve our recruitment numbers, and if we want to ensure that we have the armed forces we want and the country expects, we must look after them not just on the battlefield and not just through training, but off the battlefield and through welfare, and that means building the right accommodation for them.

I half agree with the hon. Lady. We do need to improve standards. It is so important that we think about our armed forces. We should not only equip them well and train them well, but make sure that we house them well, and that is something towards which I shall continue to work.

The latest families continuous attitude survey found that just three in 10 families in service family accommodation are satisfied with the quality of the work and maintenance. Does the Minister now accept that his Department has completely failed properly to oversee the contract with CarillionAmey?

The Ministry of Defence remains protected by the Joint Venture Parent Company Guarantee/Indemnity Insurance in place for CarillionAmey. If in the future the contract is novated this will be subject to separate financial control checks.
As part of the Department’s contingency planning work a scrutiny of Amey's financial standing was carried out by Price Waterhouse Cooper, and no concerns were raised. Amey's parent company Ferrovial are providing financial backing to their contracts.

Changes to Ministry of Defence (MOD) Accommodation Policy are agreed by the Department, and officials have engaged with CarillionAmey regarding the recent changes to the Service Family Accommodation complaints procedure (JSP 464 Section IX). The management of Stage 1 Complaints is discussed regularly between the Department and CarillionAmey as part of the normal National Housing Prime governance arrangements.
The MOD is committed to providing Service personnel with accommodation that is at, or exceeds the Decent Homes Standard.

CarillionAmey is an independent legal entity providing catering, cleaning and maintenance services to Service personnel and their families as an Incorporated Joint Venture (JV). Contractually the partners are required to deliver the requirements of the JV if one of the partners fails. The Department is working with the relevant JV partners to ensure that they continue to deliver the required services.
Carillion entering liquidation has no direct impact on the services provided directly to Service personnel, their families and the continuing work of Ministry of Defence.

CarillionAmey now meet, for the most part, their key contractual targets. Stakeholders have recognised this improved performance. Ministry of Defence officials carry out comprehensive assurance checks, and results are reported back to governing bodies and are subject to external review.

The National Housing Prime contractor CarillionAmey, with support from the Department, has ensured that performance levels against their Improvement Plan have been met and sustained since May 2016. Ministry of Defence officials continue to work closely with CarillionAmey to monitor and drive further improvements going forward and representatives from both organisations meet fortnightly to review performance.

MOD officials continue to work closely with CarillionAmey to monitor and drive further improvements going forward and representatives from both organisations meet fortnightly to review performance.

The Defence Infrastructure Organisation (DIO) has not reimbursed CarillionAmey for the purchase of any boilers. The replacement of 3,000 boilers has been directly funded by DIO under a capital works life cycle replacement programme and are scheduled for replacement in Service Family Accommodation (SFA) by March 2017. Approximately 1,000 boilers have already been replaced under this programme.
This is in addition to approximately 1,000 boilers being replaced by CarillionAmey as part of the National Housing Prime contract. Boiler replacement is a core service under this contract and thus will be paid for under the normal contractual arrangements.
By the end of Financial Year 2016-2017 approximately 5,585 SFA boilers will have been replaced in total under the above works.
In line with previous years, DIO is monitoring closely the heating situation within SFA during the winter months to ensure any potential problems are identified and resolved quickly.

Between Financial Year 2009-10 and 2014-15 the Department spent approximately £660 million on both maintenance and improvement works for Service Family Accommodation (SFA). Works have included new boilers, loft insulation, kitchens and bathrooms, and the replacement of roofs. 96.5% of our SFA now meet or exceed the Department for Communities and Local Government's 'Decent Homes' standard. This means that the vast majority of our properties are: compliant with statutory health and safety regulations, in a decent state of repair, reasonably modern and provide a level of thermal comfort through efficient heating and effective insulation.
The Ministry of Defence continues to hold our housing contractor CarillionAmey to account for its performance in managing SFA through robust monitoring of contract performance indicators and demanding action where the standards are not met; these performance indicators include routine and emergency repairs and the handling and management of complaints.
