To ask His Majesty's Government what steps they have taken to establish specific enforceable benchmarks, sanctions, or funding conditions linked to Palestinian Authority curriculum reform in the 14 months since signing the UK–Palestinian Memorandum of Understanding.
The UK-Palestinian Memorandum of Understanding sets out the Palestinian Authority's (PA) commitment to reform. The PA is undergoing a multi-year curriculum reform in which textbooks are systematically being updated to meet the United Nations Educational, Scientific and Cultural Organization (UNESCO) standards. We welcome initial progress since 2018 to strengthen alignment of PA textbooks with UNESCO recommendations but, we are clear that further progress is needed. We regularly engage the Palestinian Authority on the implementation of these commitments.

The UK has always recognised the right of British dual nationals to serve in the legitimately recognised armed forces of the country of their other nationality. But as with any conflict, anyone who travels overseas to fight, or to assist others engaged in conflict, may commit offences under UK law if they fail to act consistently with applicable international law, and could face investigation and prosecution on their return to the UK.
Those are decisions for the operationally-independent police and Crown Prosecution Service to take, based on the evidence in each individual case. Anyone who has evidence of a British national engaging in illegal activity should submit it to the Met Police, including any violations of the rights of children under International Humanitarian Law, of the kind alleged in the UN report to which the Hon Member refers.

The UK is committed to championing freedom of religion or belief for all, and we are concerned by reports of harassment, vandalism and attacks affecting Christian communities. It is vital that the places of worship used by each religious community are treated with respect and dignity, and that all communities, including Palestinian Christians, are able to practise their faith or belief free from intimidation or violence. Our Consulate General in Jerusalem will continue to engage with church leaders and the Christian community in Palestine, to listen to their concerns.

The British Museum is curatorially independent of the Government. Decisions on signage and object labelling are made by curatorial experts at the Museum.
DCMS officials have discussed these matters with British Museum officials to understand the Museum’s decision. We note the Museum’s public statements made in February 2026, which explain the curatorial justifications for two recent changes.

I am deeply concerned by the recent reports of Dr Abu Safiya's mistreatment whilst in Israeli custody. The Foreign, Commonwealth and Development Office has raised this case again with the Israeli Embassy in London and at senior levels across Israeli Government.
We have been consistently clear that all detainees must be treated with dignity and in full accordance with international law, and that any allegations of torture or mistreatment must be thoroughly investigated.

The Home Office publishes data on asylum in the ‘Immigration System Statistics Quarterly Release’. Data on the number of asylum claims where the latest leave held prior to claim was a study visa, broken down by nationality, is published in table Asy_D01a of the ‘Asylum claims and initial decisions datasets’. The number of student entry clearance visas issued, broken down by nationality, is published in table Vis_D02 of the 'Entry clearance visas datasets'.
Please note that there can be a delay between visa issue and asylum claim so time periods may not be directly comparable. Furthermore, the latest leave held prior to an asylum claim may have expired and/or may not be the visa that was originally used for entry. Therefore, although this data is indicative of volumes, we cannot calculate the proportion of UK university students that go on to claim asylum from published data.
That this House acknowledges the second anniversary of the International Court of Justice's Advisory Opinion on 19 July 2024, which noted that Israel’s continuing presence in the Occupied Palestinian Territories (OPTs) is unlawful; regrets the Government's continuing and unjustifiable failure to provide the UK's assessment on the Court's opinion; believes that the UK is failing to meet its obligations in relation to the Court's opinion; recognises that only a two-state solution and a lasting peace can deliver security and dignity for both Israelis and Palestinians; further recognises that securing progress towards a two-state solution requires consistent and robust action to end Israel's occupation; further regrets the continuing administrative and arbitrary detention of Palestinians across the OPTs ; calls therefore on the UK Government to immediately publish its response to the Court; urges the Government to work with international partners to press the Israeli Government to allow journalists and human rights investigators full access to Gaza to support the collection of evidence of war crimes there; further calls on the UK Government to meet its commitments to uphold international law, including by banning all UK trade in goods and services with illegal Israeli settlements, by sanctioning Ministers responsible for facilitating and encouraging illegal expansion, including Prime Minister Netanyahu, and by banning all UK arms exports to Israel including F-35 components.

We have been deeply concerned both by this report, and the related 18 June report by the Independent International Commission of Inquiry on the Occupied Palestinian Territory.
We believe that the impact of the conflict in Gaza on children is a moral outrage, and the allegations that children have been deliberately targeted by Israeli forces are deeply alarming. International law is clear that children must always be protected, and their rights upheld, and any violation of those principles must be treated with the utmost seriousness.

The Palestinian Authority has committed publicly to the principle of non-violence, including a new social security system that will ensure future welfare payments are needs-based and delinked from violent actions. An independent audit has been commissioned to verify the implementation of these and other reform commitments, and we will review the results when it is published.
