That this House notes that if any of the bids from Asda, Morrison, Sainsbury or Tesco to take over the supermarket chain Safeway were successful it would result in a considerable increase in the concentration of market share in grocery retailing; further notes the Competition Commission in 2000 found that some of the practices of the supermarkets resulting from the existing level of concentration are anti-competitive and operate against the public interest; believes that further concentration of power amongst the biggest supermarkets may have significant adverse impacts on consumer choice, local economies, smaller and independent retailers, farmers and other suppliers; and calls on the British Government to intervene by ordering a comprehensive investigation by the Competition Commission into these issues in relation to all the bids including an assessment of impacts at the regional and local level.

That this House notes with concern that Safeway plc are currently consulting over the proposed closure of the creche at their Chesterfield store and that despite the overwhelming number of letters and petition signatures against the scheme, the proposed closure seems to be part of a predetermined nationwide process which has already seen 32 out of 132 creches at Safeway stores closed in order to provide more retail space; and calls upon Safeway plc to show its commitment to corporate social responsibility by reversing the short-sighted programme of closures and instead continuing to provide these highly valued creches, including the special needs provisions; which until now have both attracted custom to the stores and reflected very well upon the corporate image of Safeway stores in the communities they serve.

That this House deeply regrets the decision of Safeway Plc to sell postage stamps at discounted prices during the pre-Christmas period as a loss leader; believes that, despite the attractions of cheaper postage at Christmas to consumers, this example of predatory pricing will greatly damage the profitability of sub-post offices and other independent retailers already facing difficulties and in many cases closure; believe that postage stamps issued by the Royal Mail should be sold and retailed at standard rates of purchase price and discount so as not to encourage such abuses by large retailers; and calls on the management of Royal Mail and the Secretary of State for Trade and Industry to better protect the interests of small retailers and sub-post offices.
