Southeastern is currently engaged in a live rolling stock procurement. The conclusion of this process will result in the full business case, with a recommended solution, being taken through stringent Department for Transport governance approvals required for investment decisions. This process is expected to take place over the summer.

There has been no new rolling stock procured by Southeastern since 17 December 2025. As the Rt Hon Member is aware from previous correspondence, Southeastern is currently engaged in a live rolling stock procurement process. However, this has not yet concluded. Southeastern will ensure that stakeholders and customers are informed accordingly as and when more information is available.

At Southeastern stations, there is a combination of both Oyster and Pay As You Go (PAYG) with contactless enablement. In both 2025 and 2026, 69 stations were enabled for use with PAYG tickets. We are working with industry to consider any further expansion of PAYG technology.

I can confirm that there has been no funding from the Department to Southeastern to improve car park provision at Paddock Wood train station. The Rail Minister has asked the Managing Director of South Eastern Railway to contact the MP about this matter.

The Southeastern rolling stock procurement is currently live and is subject to evaluation and all necessary governance for approvals. We are unable to confirm exact timescales due to the confidential nature of the live procurement, but subject to business case approval, it is anticipated that the contract award will be in 2026. Southeastern will keep all stakeholders informed as this progresses.

From 1 January 2010, Pay As You Go (PAYG) was available at 65 Southeastern stations, increasing to 68 from 1 January 2015. On 2 February 2025, Project Oval expanded PAYG ticketing to National Rail Stations in the Southeast of England, bringing the total of Southeastern stations with PAYG services on 1 January 2026 to 74.

In June this year, the South Eastern Railway - a single integrated leadership team with accountability for track and train – was formally launched. Since then, members of this team have met both formally and informally on a daily basis.

The Government is busy delivering on its plan to overhaul the railways through the creation of Great British Railways, uniting train and track with the focus of delivering for passengers and freight.
In June this year, Southeastern and Network Rail Kent route united under a single leadership team known as South Eastern Railway – a significant step towards the creation of Great British Railways. This more collaborative approach is resulting in greater efficiency with better, faster decisions for customers and taxpayers, and reducing the subsidy required to operate Southeastern.

The Southeastern alliance and Anglia Railways will trailblaze what an integrated railway can do. Integrating track and train at a local level is at the heart of the vision for GBR.
GBR will integrate track and train and bring together activities from more than 17 existing organisations – including Network Rail and the DFTO into a single organisation.

A single leadership team is achieved through contractual arrangements between Network Rail, the train operating company and DfT Operator Limited. The legal arrangements are based on those used in previous alliancing arrangements between Network Rail and train operators. These organisations will still be held to account for their respective accountabilities (including Network Rail under its network licence). Governance mechanisms being put in place include clear job descriptions for the single leadership team detailing the extent of their decision-making abilities and an escalation process for any perceived conflicts.

My Department is working with Southeastern, Govia Thameslink Railway and Network Rail to address reliability issues on the Rainham route, particularly following a rise in cancellations since the beginning of the year driven by employee sickness and training demands linked to new technology.
Higham station currently has two Thameslink services per hour with additional Southeastern services at peak times. Station coverage is monitored to ensure a minimum service of one train per hour in each direction and Southeastern services can be scheduled to make additional stops at Higham if required.

Ensuring accessibility for all passengers is at the heart of our passenger-focussed approach. Southeastern Trains (SET) is seeking to implement changes to ticket office opening hours at 14 of its stations. We are aware that SET’s proposals include mitigations to ensure staff would continue to be available to support passengers.

With the expansion of Pay as You Go with contactless, we will give passengers simpler, easier and more flexible ways to travel, and deliver a Transport for London-style “best price guarantee” for most passengers on the day of travel. Whilst it is our ambition through public ownership to deliver a more affordable railway, any long-term changes or concessions made to rail fares policy require balancing against the potential impacts on passengers, taxpayers and the railway. Through future legislation, we will set out the role Great British Railways will have in fares, ticketing, and other operational aspects of the Railway. Fares and ticketing will continue to be the responsibility of train operators until Great British Railways is established.

Southeastern is currently out to market with a live procurement exercise to replace its ageing metro fleet. This could be through refurbishing or cascading existing rolling stock, new build, or a combination of both. Any replacement rolling stock will be subject to a successful business case, required to support the investment decision and ensure value for money.

Southeastern’s service level will be increasing with the introduction of an additional 44 services per day when the timetable is updated in December. We will continue to work with Southeastern, as we do with all train operators, to drive further improvements in performance and passenger experience while at the same time ensuring we maximise value for money for the taxpayer.

Southeastern ticket office changes were agreed under the previous Government. The Department is now examining these plans to ensure passengers remain supported.
