Net zero is the economic and industrial opportunity of the 21st century. The net zero economy has become a significant driver of growth and jobs in the UK where over 94% of employers are SMEs [1].

The Government is working in partnership with businesses to support their transition to net zero, including through the Net Zero Council. The Council’s work includes supporting sectors to develop transition plans and supporting SMEs to innovate, grow and decarbonise.

The Boiler Upgrade Scheme continues to provide grants of up to £7,500 for small non-domestic property owners, with the threshold for single heat pump installations set at 45kWh.

Whilst data is not available at a constituency level, it is available at the integrated care system (ICS) level. According to the latest Autism Waiting Time Statistics, the number of patients aged zero to 17 years old with an open suspected autism referral (diagnosis not yet complete) waiting for first contact appointment in South West London ICS at the end of June 2023 was 1,690. Data on children and young people in this dataset is expected to be an underestimate. Caution should be used when interpreting these statistics since they are experimental rather than official. Data on the number of children on a waiting list for an assessment for attention deficit hyperactivity disorder (ADHD) is not held centrally but may be held locally by individual National Health Service trusts or commissioners. The Department is exploring options for improving data collection and reporting on waiting times for ADHD assessments and diagnoses, to help improve access to ADHD assessments in a timely way and in line with the National Institute for Health and Care Excellence guideline ‘Attention deficit hyperactivity disorder: diagnosis and management’.

The Office of Rail and Road produces annual estimates on the number of entries, exits and interchanges at each station across the network. It is expected that they will publish their figures for April 2022 to March 2023 in November of this year, whilst records for the rail year April 2021 to March 2022 and those prior can be found on the ORR website.

My Department monitors punctuality closely and continues to engage with Govia Thameslink Railway and Network Rail to deliver performance improvement plans in this area. On Time performance at Tooting station for the 2022-23 rail year was 79.6 per cent, above the national average of 67.8 per cent for the same time period. Since December 2022, On Time performance has improved across the network each period and currently stands at 75.5 per cent.

During May 2022 to May 2023, Govia Thameslink Railway (GTR) cancellation levels were 5.9 per cent across the network and 7.3 per cent at Tooting station. Reliability remains a priority for my Departments and I am encouraged by improvements in recent months; GTR’s Cancellations were 3.6 per cent over the most recent rail period between 30 April 2023 to 27 May 2023. This is GTR’s best cancellation performance since May 2021 and levels at Tooting over this same period totalled 2.6 per cent

My Department and train operating companies monitor demand closely to deliver a timetable which matches passenger needs and provides the right level and consistency of service. The May 2023 timetable changes included an increase from four to five carriages to the hourly service between East Croydon and Watford Junction, which serves Balham station and others in the immediate area. Service provision remains under regular and thorough review.

Supporting grassroots sport is a key government priority. Last year, Sport England received almost £350 million from the Government and National Lottery to fund grassroots sports projects so that everyone is able to access quality sport and physical activity opportunities, and enjoy the physical and mental health benefits that exercise provides.

Since 2019, Sport England has invested more than £117,000 across 24 projects into grassroots sport in Tooting. This includes £17,500 of funding which was used to resurface the Multi Use Games Area (MUGA) at Ravenstone Primary school. In 2022, funding from the government via the Football Foundation helped develop a new 3G pitch for the AFC Wimbledon Foundation, where they run walking football, a girls pathway and more.

The availability of leisure facilities is a matter for the Local Authority. At the Spring Budget, we announced a £63 million package to support public swimming pools, to be delivered through Local Authorities.

The Department for Culture, Media and Sport has committed to delivering a new sport strategy that will set the direction for the Government's priorities and its role in the sport sector. This strategy will support grassroots sport by having a specific focus on ensuring that everyone has access to appropriate and accessible opportunities to get active.
