Jane Kennedy: We have undertaken a fundamental overhaul of the welfare system, transforming it to an active system that fights
poverty, creates opportunity and helps people become self-sufficient and independent.
Since 2001, the Government have significantly extended and improved civil rights for disabled people in areas such as employment,
education, access to goods and services and transport. Disabled people in Stourbridge will have benefited from these improvements in
disability rights. Similarly, families with severely disabled three and four-year-old children who are unable, or virtually unable
to walk will have benefited from the Government's decision to lower the minimum age entitlement to the higher rate mobility
component of disability living allowance from April 2001, while older and less well off carers have gained extra help through the
provisions within the National Carers Strategy.
In 2002-03 we estimate there were around 10 million adults (22 per cent.) and 0.7 million children
(5 per cent.) in Great Britain likely to be covered by the provisions of the Disability Discrimination Act (DDA).
The figures can be broken down to regional level which shows that 21 per cent. of adults and 6 per cent. of children
in West Midlands region are likely to be covered by the provisions of the DDA.
Information on the numbers of customers in Stourbridge who are in receipt of disability living allowance (DLA) and attendance
allowance (AA) is in the table.

Through Jobcentre Plus, we are promoting work as the best form of welfare for people of working age. The number of people in work is
at historically high levels of over 28.5 million; in Stourbridge, the proportion in employment has risen to 76.7 per
cent.
Our new deals have helped lone parents, the young unemployed, the long-term unemployed, disabled people, the over 50s and partners
of unemployed people to move from benefit into work. Nationally over 1.25 million people have been helped into work by the
new deals, with over 1,680 in Stourbridge alone.
Significant progress has been made in eradicating child poverty and the latest figures (for 2002-03) show that, in the UK, there
were over half a million fewer children in relative low income than there were in 1996-97. Since 2001-02 incomes for lone parents in
receipt of benefit have risen by more than prices or the cost of living. In April 2005 the child allowance rate in income support
for a child up to 18 years old will have been increased by 40 per cent. since 2001-02. Child rates in income support and
jobseeker's allowance are also being increased above inflation in April 2005 in line with child tax credit uprating. All of this has
benefited 1,400 families in Stourbridge.
We want all pensioners to have a decent and secure income in retirement and to share fairly in the rising prosperity of the country
and our first priority has been to help the poorest pensioners. The Government will be spending nearly £10 billon more in 2004-05
(in 2004-05 prices) on pensioners as a result of measures introduced since 1997, with around half going to the poorest third.
Our reforms include the state second pension, which helps more future pensioners build up better pensions, especially carers.
Pension credit, introduced from October 2003, provides a contribution to a guaranteed minimum income for those aged 60 and over and,
for the first time, those over aged 65 and over may be rewarded for savings and income. As of December 2004, around 4,290 pensioners
in Stourbridge are receiving pension credit, with an average award of £39.26 per week.
We know that older people are disproportionately affected by fuel poverty. This winter (2004-05) we have again made available a
winter fuel payment of £200 for each eligible household with someone aged 60 or over and £300 to those with someone aged 80 or over
to help with their fuel bills. Additionally, for this year, eligible households with someone aged 70 or over will receive the
one-off 70 plus payment of £100 to help with living expenses including council tax bills. It is paid with the winter fuel payment.

Since 1997 single pensioners and pensioner couples have seen a real terms increase in their basic state pension of 7 per
cent. and 8 per cent., respectively. Some 16,300 pensioners in Stourbridge have benefited from this increase.

Dr. Ladyman: The protection of vulnerable adults (PoVA) list started operating on 26 July 2004. Since that date any referral
for inclusion on the Protection of Children's Act list, including ones already made, have also been considered for inclusion on the
PoVA list, a process known as cross-referral. The staff who maintain both lists are co-located and work closely together.

Ms Shipley: To ask the Secretary of State for Foreign and Commonwealth Affairs what role the Government envisages for the UN Human
Rights Norms for Business in clarifying the responsibilities of multinational corporations with regard to human rights. [222838]
Mr. Alexander: While there is merit in clarifying minimum standards for business in relation to human rights, we believe that future
action on this agenda should take into account the many codes and initiatives which exist in this field, rather than focussing
exclusively on the draft norms. These include the Organisation for Economic Co-operation and Development Guidelines on Multinational
Enterprises, the International Labour Organisation Tripartite Declaration of Principles concerning Multinational Enterprises and
Social Policy and the UN Global Compact. This approach is in line with the recent report of the Office of the High Commissioner for
Human Rights on this issue.
Through the Business Leaders Initiative on Human Rights, a number of multinational companies have been "road-testing" the draft
norms, using the content to inform their codes of practice. This process will continue until December 2006. In addition, the
FTSE4Good benchmark takes the draft norms into account in its assessment of companies' performance. And some potential investors
consider the draft norms in their requirement for "human rights impact assessments".

Special Session of the Commission in seeking to ensure proper follow-up to the report of the Office of the High Commissioner for
Human Rights which addresses, inter alia, the question of the status of the draft norms.

Fiona Mactaggart: The Government has put in place policies in the areas of crime reduction, antisocial behaviour, policing and
active communities that are yielding considerable benefits for the Stourbridge constituency, as well as for all parts of the UK.
For example, between March 1997 and March 2004, the number of police officers in the West Midlands Police Force increased by 895
from 7,113 to 8,008. The Government's introduction of Community Support Officers (CSOs) in 2002 has put 134 CSOs on West Midlands
streets to tackle crime and antisocial behaviour. Between 1997 and 2003-04, West Midlands has seen a reduction in recorded domestic
burglary crimes of 35 per cent. and in recorded vehicle crimes of 28 per cent.
West Midlands Police Force is receiving £426.5 million in general grants for 2005-06, an increase of 6.81 per cent.
(£27.2 million) over this year. West Midlands also gains around £0.8 million from the Amending Report for 2003-04,
bringing the overall increase to 7.0 per cent. General grants funding to West Midlands has increased by 34 per cent.
between 1997-98 and 2005-06. In addition to general grants, West Midlands will also receive around £29 million in specific
grants funding for targeted initiatives in 2005-06. The distribution of resources locally is a matter for the police authority and
the chief constable.
As crime prevention requires action across communities, every area has had a local Crime and Disorder reduction Partnership (CDRP)
since 1998 which brings together the police, health services, drugs agencies and council and community representatives to decide how
to prevent and deter crime and antisocial behaviour.
The Crime Reduction Programme (CRP) was a pioneering Government intervention programme which ran for three years from April 1999 in
England and Wales and took an evidence-based approach to crime reduction. Grants of over £340 million were allocated to over
1,470 projects, including CCTV, under 20 initiatives that formed part of the programme. Four CCTV projects in the Dudley CDRP area
(which includes Stourbridge) received a total of £286,459 from the CRP.
Since 2001, successive initiatives have provided direct funding to each of the 376 Crime and Disorder Reduction Partnerships in
England and Wales. These initiatives include Communities Against Drugs, the Safer Communities Initiative, the Small Retailers in
Deprived Areas scheme and the Building Safer Communities Fund. Since 2001, a total of £1.6 million has been allocated to the
Dudley CDRP under these initiatives. A further £2.03 million has been provided over the two years 2003-04 and 2004-05 to the
Home Office Regional Director in the West Midlands for CDRP capacity building across the region.
It is estimated that out of a million active offenders, 100,000 have three or more convictions and are responsible for half of all
crime. There is a Prolific and other Priority Offenders (PPO) scheme in Dudley set up to target those offenders who cause a
disproportionate amount of crime, disorder and antisocial behaviour in the community.
The Government's Crime Reduction Website provides further information on the work being done to reduce crime across the country,
including information about action and results in local areas. It is available at http://www.crimereduction.gov.uk.
New legislation has given local agencies a raft of powers, from antisocial behaviour orders to local dispersal orders and crack
house closure powers, to work with local people to tackle antisocial behaviour and nuisance. In Dudley CDRP a total of 29 antisocial
behaviour orders are currently in force as of 9 February 2005. Local contacts for tackling antisocial behaviour can be found

Tackling Drug Misuse is a priority of this Government and its policy is set out in the 10 year National Drug Strategy launched in
1998 and updated in December 2002. (A copy of the Updated Drug Strategy 2002 is held in the Library.) Under this, the Government has
invested substantially in measures to reduce the harms caused by illegal drugs, focussing on the four strands of: reducing the
supply of illegal drugs; preventing young people from becoming problematic drug users; providing effective treatment to all who need
it; and reducing drug-related crime.
Direct annual funding nationally to tackle drug misuse amounted to £1,244 million in 2003-04, rising to £1,344 million
in 2004-05. Dudley has seen a significant increase in direct funding for tackling drugs, in particular for drug treatment services
and the throughcare and aftercare elements of the Drugs Intervention Programme. In 2003-04 the allocation for Dudley Drug Action
Team amounted to £1.9 million, rising to £2.4 million in 2004-05. Details of action taken to tackle drugs in the

The Government is working to ensure that citizens, communities and the voluntary sector are more fully engaged in tackling social
problems, and there is more equality of opportunity and respect for people of all races and religions. For 2003-04 to 2005-06 Dudley
Race Equality council is receiving a £291,431 Connecting Communities Grant from the Home Office to improve the access of black and
ethnic minority people to jobs and services.
Active community participation in England has increased by 1.5 million people between 2001 and 2003. Charities have been
supported more effectively, and £125 million is being invested across the country through the `futurebuilders' fund in
voluntary and community organisations that help provide valuable public services. Advice on ways to engage local people in helping
their communities is available on the Active Citizenship Centre website http://www.active-citizen. org.uk
This year, 2005, is the year of the volunteer which is being delivered by the Home Office in partnership with Community Service
Volunteers and Volunteering England. This will include a whole range of events in local communities across the country that aim to
celebrate the contribution which volunteers make to the quality of people's lives, and encourage more people to volunteer. We are
particularly keen to encourage young people, black and minority ethnic groups, those with no qualifications and disabled people to

Margaret Hodge: There is provision for cross referral between the two schemes. Where an individual is added to one of the lists,
they will also be considered for inclusion on the other list, if the misconduct means that they may be unsuitable to work with
children and vulnerable adults. This means that, where appropriate, some individuals are included on both lists, therefore removing
the need for cross-checking.

Derek Twigg: The review secondary school meal standards will start in February 2005, with draft standards provided for consultation
in the autumn and finalised early in 2006. An expert panel will consider how best to tighten up the standards to reduce pupils'
intake of sugar, salt and fats, and increase their consumption of fruit and vegetables. We will undertake a full consultation on the
panel's recommendations before a final decision is reached on the format of the revised standards.
An evaluation of primary school meals is underway and the report will be published at the end of 2005. A review of primary school
standards will follow, and we intend to introduce revised standards, following a full public consultation, in September 2006.

regularly with representatives from a wide range of the food and drink industry and Advertising Association.

Mr. Miliband: In June 2004, the Department and Ofsted published "A New Relationship with Schools", setting out our plans for a
shorter, sharper school inspection system, based around a schools own self- evaluation. From September 2005 all school inspections
will provide schools with less notice of an inspection, involve fewer inspectors, spending less time in schools. Hence all schools
will experience a significantly reduced weight of inspection. The proposals will require that all schools be inspected at least once
every three years, providing more relevant information for parents and their communities, but will operate such that higher
performing schools can expect to receive fewer inspection visits. There are no plans to introduce further differentiation in
inspection requirements at this stage.

Angela Smith: The Department of Health's performance assessment framework applies only to the NHS in England. Northern Ireland has
its own system of integrated health and social care--the HPSS (Health and Personal Social Services). Under current arrangements, key
service development priorities are set annually for the HPSS. Progress towards their achievement is formally managed and monitored
by the Department, and work is now in hand to further develop the approach to HPSS performance assessment and reporting. While
basing itself on the integrated nature of services in Northern Ireland, that work has been informed by the various performance
assessment models that operate elsewhere in the UK.
