Sir Ralph Howell: To ask the Secretary of State for Education and Employment what assessment she has made of the standards of
education achieved (a) in Britain and (b) in other countries for which she holds comparable figures. [8340]
Mr. Robin Squire: The UK has more detailed and comprehensive systems to measure standards achieved by pupils than any other country.
These show that standards in the UK have risen significantly over recent years, and continue to do so. For example, one in three
young people now proceeds to higher education, and the vast majority of 16-year-olds continue in full-time education or training:
whereas 15 years ago, the figures were respectively one in eight, and one half.
Cross-national comparisons of educational standards are difficult, given the problems of definition and measurement. Some relevant
data are given in the annual OECD publication "Education at a Glance". This shows the UK to be in the middle of the range of OECD
countries on most of the 45 indicators.
Earlier this year, the Government's skills audit examined the performance of four comparator countries: France, Germany, Singapore
and the USA. The study highlighted that the UK needs to do more to address literacy, numeracy and other key skills, and to raise
achievement at levels 2 and 3; and the Government are already taking appropriate action.
A recent report of the third international mathematics and science study compares the performance of 13-year-olds in England in
science--where we do well-- and mathematics--where we need to improve--with that of pupils in other countries. Further reports on
the performance of nine-year-olds are to be produced later in 1997.

Mr. Horam: There is no unqualified evidence linking bovine spongiform encephalopathy and Creutzfeldt-Jakob disease. The Spongiform
Encephalopathy Advisory Committee's advice has been drawn up on the basis of the balance of probabilities considering all the
various evidence available. Their view is that a connection between exposure to BSE and new variant CJD is likely but not
conclusively established.

Sir Ralph Howell: To ask the Minister of Agriculture, Fisheries and Food what plans he has to introduce the same controls in respect
of beef imports from non-EC countries as are placed on home produced beef. [6987]
Mrs. Browning: The Fresh Meat (Beef Controls) (No. 2) Regulations 1996 as amended, prohibit the sale for human consumption of any
meat derived from bovine animals aged over 30 months and slaughtered on or after 29 March 1996, whether in the UK or overseas. The
only exceptions are for bovine meat from non-EC countries specified in the regulations where the Government are satisfied that we
can import beef without risk, and from animals slaughtered for human consumption under the beef assurance scheme.
Additionally, all consignments of fresh meat imported into the United Kingdom, whether from other member states or third countries,
must have been produced in accordance with harmonised Community rules laid down in Council directive 64/433/EEC, as amended.
As regards controls on specified bovine materials, the Commission has recently put a proposal for EU wide controls on such material
to the Standing Veterinary Committee. This would also place equivalent controls on imports from third countries. The proposal was
only supported by the UK and France and is now expected to be submitted to the Council of Agriculture Ministers for further
consideration.

Mr. Robin Squire: Information on children under five years of age in private nursery schools and play groups is not collected
centrally.
In the summer term 1996 some 3,660 four-year-olds attended private and voluntary providers in Norfolk under phase 1 of the nursery
education voucher scheme. Further details are given in chapter 6 of the Department's report on phase 1, published on 13 November.

and mouth disease epidemic. [6485]
Mrs. Browning: There are many measures in place, both nationally and in the European Community, to prevent the introduction of foot
and mouth disease. More specifically, as a result of the recent outbreaks of foot and mouth disease in parts of Greece and Bulgaria,
imports of cattle, pigs, sheep, goats and other biungulate species from, or transiting through, these areas have been prohibited.
Imports of certain animal products from these areas are subject to strict conditions of trade designed to eliminate the risk of
transmission of the disease.

Sir Ralph Howell: To ask the Minister of Agriculture, Fisheries and Food what was the outcome of the Agriculture Council held in
Brussels on 18 and 19 November; and if he will make a statement. [5466]
Mr. Douglas Hogg: I represented the United Kingdom at the Agriculture Council in Brussels on 18 November, accompanied by my noble
Friend the Parliamentary Under-Secretary of State, Scottish Office. The Council formally adopted the legislative text giving effect
to changes in the EU beef regime agreed in principle at the Council in October. Germany maintained its negative vote.
The Council had a first discussion of proposals for a system identification and registration of bovine animals, together with a
linked proposal on the labelling of beef and beef products. I urged the Council to proceed quickly with a technical examination of
the proposal on identification and registration so as to reach early conclusions and so facilitate the work on a computerised cattle
traceability system already begun in the United Kingdom. I welcomed efforts to improve information about beef and beef products for
consumers, but cautioned against placing heavy bureaucratic burdens on small operators. I also took the opportunity of this Council
meeting to report on the progress made in the United Kingdom on BSE eradication and in particular in meeting the pre-conditions laid
down in the June Florence agreement.
The Council had general debates on proposals for amendments to EU support arrangements for durum wheat, and for a common
organisation of the market in potatoes. On the latter, I indicated the UK Government's readiness to support a genuinely lightweight
EU regime. The Council also drew up a declaration urging progress on establishing a European Agency for Veterinary and Phytosanitary
Inspection.
On animal welfare issues, I joined my German and Swedish colleagues in pressing the Commission to bring forward its review and
proposals on battery cages for laying hens, and proposals on staging posts and vehicle standards for the protection of animals
during transport. I also urged the Commission to ensure the proper implementation of Commission decision 96/239 regarding
consignments of beef and beef products made from material not originating in the United Kingdom.
The Presidency and the Agriculture Commissioner reported to the Council on the conference on rural development which the Presidency
had hosted in Cork on 7-9 November. I welcomed the impetus which the Cork conference conclusions would give to further thinking on
rural development policy and the evolution of the common agricultural policy, especially in view of the need to adjust that policy
to take account of international trade pressures and the prospect of EU enlargement.

Mr. Baldry: Yes. We intend to implement a surplus food scheme in 1997. The scheme will involve UK intervention beef only. It will be
supplied in the form of canned stew steak, as was the case in 1995, and will be distributed to those on income support, family
credit, jobseeker's allowance, the homeless and destitute and those living in welfare hostels.
The scheme will involve up to 8,000 tonnes of beef containing no offal which will come from animals of less than 30 months of age.
All this beef will have been purchased into intervention since April 1996.
I hope that charitable organisations will find the surplus beef to be a help in their efforts.

Sir Ralph Howell: To ask the Minister of Agriculture, Fisheries and Food what was the result of the consultation on a proposal to
establish a potato industry development council for Great Britain. [5464]
Mr. Douglas Hogg: Our industry-wide consultation revealed overwhelming support for such a body. Therefore, with my right hon.
Friends the Secretaries of State for Scotland and for Wales, I have decided to set up a Potato Industry Development Council for
Great Britain. The council will be responsible for:
commissioning or assisting research and development;
the collection and dissemination of statistical information;
promotion including the development of exports; and
promoting standard products and better defining trade descriptions and consistency in their use.
The council will be funded by a dual statutory levy-- an area levy on growers and a tonnage contribution charged at the first point
of sale and paid by those purchasing potatoes.
It is our intention that the order establishing the council, which will be made under the Industrial Organisation and Development
Act 1947, will be laid before Parliament later this year.

Mr. Robin Squire: The regulation of different institutions is designed to correspond to the type of service they provide. Maintained
schools provide education and are bound by education legislation. Private nurseries and playgroups offer day care as well as
education for very young children and are therefore required to register under the Children Act 1989.
