Oral question asked in the House of Lords, by Lord Howell of Guildford (Conservative). It was answered on Monday, 19 December 2005.

US Prisons in the EU

Question
My Lords, the Minister mentioned 400 flights. Over what period did they take place? The former American Secretary of State, Colin Powell, said yesterday that these things have been going on for a very long time. Is it correct that they have been going on since the Second World War? Can the Minister explain whether this is a recent development or whether it has been going on for years?
Answer

My Lords, I emphasise that the figure is an estimate. My understanding is that these flights have been going on for a very long time. The most recent discussion has been with regard to what has happened since 1997—since the general election of that year. Information on that and on the precise arrangements that have existed since the beginning of the presidency of President Bush was provided in the other place.
