Mr. Hall: To ask the Secretary of State for the Environment by what mechanisms people living in new properties are able to change from meters to rateable value means of paying for water.[37370] Mr. Clappison: Properties built after April 1990 do not have rateable values. Consequently, where a water company has a policy of metering new properties, it is not possible to change to a rateable value basis of paying for water.
