Question

To ask the Secretary of State for the Environment, Transport and the Regions, what plans he has to increase the fixed penalty levied on vehicles which fail to pass MOT emissions standards; what progress he has made on the implementation of roadside vehicle testing schemes; what plans he has to allow (a) environmental health officers and (b) traffic wardens to undertake roadside emission testing without a police officer present.
