Address in Reply to Her Majesty's Most Gracious Speech

My Lords, in his last statement the noble and learned Lord made it clear that the Government intend to use the majority which they have in the lower House to change at least the composition of this House and even possibly its procedures. Will he, as Secretary of State for Constitutional Affairs, address an anomaly in the other place—namely, that Scottish and Welsh MPs can vote on English matters, whereas English MPs cannot vote on Scottish and Welsh matters? This is unjust and unfair and a constitutional abomination. What proposals does the noble and learned Lord have to rectify that situation?
