My Lords, what happens if no method of choosing the composition is agreed by either House, as happened in the House of Commons last time round? The House of Commons said, "We don't want elected, we don't want elected in proportion, we don't want this and we don't want that". To everything, it said, "We don't want it". I do not see how we get round that problem and have a properly reformed House—as your Lordships know, that is what I advocate—if the House of Commons says that it does not know what it wants to do and it will not do anything at all.
