Proceeding contribution from Baroness Harris of Richmond (Liberal Democrat) in the House of Lords on Monday, 4 July 2005. It occurred during Debates on delegated legislation on Budget (No.2) (Northern Ireland) Order 2005.

Budget (No.2) (Northern Ireland) Order 2005

My Lords, I will be brief, but I do not want to miss out on this very important debate. My noble friend Lord Shutt of Greetland asked a question about payments under the European Union Programme for Peace and Reconciliation and other European Union Structural Funds. My noble friend told us about 4 per cent of the department’s budget in resources or 5 per cent in cash. The overall budget of these European funds is 4 per cent or 5 per cent, but what is the variance between the departments? I should be very grateful for an answer, but I do not expect an answer today. My question about waste management was touched on by the noble Lord, Lord Glentoran. The Northern Ireland Select Committee said that waste management is a shambles. What will the department do to redress that and other environmental concerns, such as Lough Neagh, which, according to Friends of the Earth, is allegedly the most polluted lake in Europe?
