I accept that. I deal briefly with the question asked by the noble Baroness, Lady Carnegy of Lour. The powers of the new commission, as of the existing commissions, cover the whole of Great Britain—not of course Northern Ireland. But there is a provision in Clause 7 which states:"““The Commission shall not take human rights action in relation to a matter if the Scottish Parliament has legislative competence to enable a body to take action of that kind in relation to that matter””." So devolution is provided for. The Scottish Parliament has set up a commission. But where that commission does not have powers to look into these matters, it remains a matter for the parent body, which will be the commission to be set up under the Bill.
