Proceeding contribution from Earl Attlee (Conservative) in the House of Lords on Monday, 17 October 2005. It occurred during Committee of the Whole House (HL) and Debate on bill on Road Safety Bill [HL].
Road Safety Bill [HL]
I am a little confused. Did the Minister say that 50,000 fixed penalties were issued against cyclists or that 50,000 fixed penalties were issued against motor car drivers using mobile phones?
