Proceeding contribution from Earl Attlee (Conservative) in the House of Lords on Monday, 17 October 2005. It occurred during Committee of the Whole House (HL) and Debate on bill on Road Safety Bill [HL].
Road Safety Bill [HL]
I draw the Minister’s attention to the Highway Code when he reflects on the matter. If the HighwayCode stated what constituted a reasonable call to be made while waiting in a traffic jam, that might be a helpful way of approaching the matter.
