I emphasise that checks will be in place to ensure that vehicles on the road are insured. The checking mechanism will deal with the insurance issue, so we do not need an additional aspect. I recognise that in the past the noble Earl’s point would have been entirely valid. We did not have the ability to check on insurance, and the issue of vehicle excise duty was the only occasion when such a document emerged. This scheme stands alone. I might add that through our new technology the authorities will be able to determine whether a vehicle has registered on the data bank for appropriate insurance. A check can be made on that basis.
