moved Amendments Nos. 16 and 17:"Page 62, line 20, leave out ““appropriate”” and insert ““reasonably sufficient””""Page 63, line 17, at end insert—" ““(3)   The Secretary of State shall have regard to the desirability of ensuring that the Commission is under as few constraints as reasonably possible in determining— (a)   its activities, (b)   its timetables, and (c)   its priorities.”” On Question, amendments agreed to.
