My Lords, with the leave of the House, before I comment on what the noble Lord has said, I would like to say a word about Amendment No. 119. I had intended to speak after the noble Lord, Lord Lester but somehow—the noble Baroness then made her comments—the opportunity went by. I would not like my noble friend to think that I was not supporting her amendment, as indeed I do. I am grateful to the noble Lord, Lord Lester, for that long explanation of why it would be better to remove Clause 47 altogether. I hope that the Minister will simply say in her response that she will take the whole matter away and think about it, so that we can make a decision over what needs to be done before Third Reading.
