Proceeding contribution from Richard Burden (Labour) in the House of Commons on Wednesday, 2 November 2005. It occurred during Debate on bill and Committee of the Whole House (HC) on Terrorism Bill.

Terrorism Bill

I will not name the Member because she is not here. She said:"β€œβ€œIt recognises that her statement was irresponsible and gave the green light to terrorism.””" Does not that show that there is no easy distinction to be drawn, which is why the clause is so dangerous?
