Proceeding contribution from Paul Goggins (Labour) in the House of Commons on Thursday, 3 November 2005. It occurred during Debate on bill and Committee of the Whole House (HC) on Terrorism Bill.
Terrorism Bill
The balance is clear. We have obligations to people who may have been convicted of an offence but cannot be returned to their country because they may be subjected to torture or may lose their lives as a result of their return. These are serious obligations that we honour, and we intend to honour them in future. There are clearly many hon. Members who wish to contribute to the debate. If they catch your eye, Sir Alan, I am sure that you will invite them to speak. I intend to resume my place.
