Transport (Wales) Bill

My Lords, I have had at least some response. However, I think that it is worth spending a minute or so on these matters as they demonstrate that a more substantial devolution of powers can be more creative. Devolution also takes away the undoubted, and not necessarily unreasonable, focus of the United Kingdom Government and their transport department on the overpopulated south-east of England—perhaps to the chagrin of the other English regions. The British Labour Party’s unionism has created a generously financed Scotland, and presumably that is so in Wales. I like the tactical situation but doubt the strategic context; of course, for me, dominion status rather than devolved status is the goal. This Bill will bring more control of transport to Wales but could be improved on.
