Transport (Wales) Bill

My Lords, I am most grateful to the noble Lord for that, he is infinitely more knowledgeable of these matters than I am. I am just a traveller and I hope that the point that the noble Lord makes will be understood. I wish the Assembly well in its ambition to achieve an integrated transport system. In this, my eleventh Parliament, every government and every parliament has been searching for the holy grail of an integrated transport system. My noble friend Lord Anderson and I were in the Commons in the 1960s when Barbara Castle’s great, ambitious, ill-fated attempt to move freight from road to rail fell apart. Successive governments have searched for that Holy Grail. I think that we would all agree that this Bill is a little less ambitious, but perhaps by pursuing pragmatically the policies that we will now be allowed to pursue, given the legislative powers that the Assembly will have, we will find that Holy Grail of an integrated transport system for Wales.
