Transport (Wales) Bill
My Lords, my point is that to call this an integrated transport strategy for the whole of Wales without mentioning railways is an anomaly. There is something missing in the Bill. I will not ask the Minister many questions today. However, there is no extra financial help, apart from what is already in the Welsh Assembly budget. There is not a penny more. Financial assistance for aircraft, airstrips and airports has been mentioned. Where will that money come from? Where will the money to set up a transport users committee for Wales come from? Where will the subsidies come from? As far as I can see, there is not an extra penny available to meet those requests. One of the great success stories of Cardiff and the Welsh Assembly Government in recent years was when we had the Liberal Democrat/Labour partnership government. We introduced free bus travel for pensioners, which has been a real boon for pensioners in Wales. It has enabled them to travel—and I think that all noble Lords who have spoken today are eligible for that free bus pass.
