Commons Bill [HL]

I do understand that, but that is why I mentioned yesterday that we propose a pilot implementation to test what is needed. To put it in the Bill might be, to use common parlance, a bit previous. It may not be appropriate to do it. I ought particularly to tell my noble friend that the timing in Wales is a matter for the National Assembly.
