I want to speak before the noble Baroness comes back on the matter. I am grateful to the Minister for going into it in some depth. He said that the Government would target the money to go to local authorities. Will it be ring-fenced, or will it simply go into the local authority’s general pot? Will it be paid upfront or retrospectively? Obviously that has implications. Will the pilot schemes, about which he talked, be in an area such as Cumbria that has so many commons, or are the Government minded to pick an area that does not have so many? Will he pick an area, say, in Wales and some in England?
