Commons Bill [HL]

I was interested to hear what my noble friend said about targeting. Will he confirm that any financial support that came to a local authority in Wales would come through the National Assembly rather than directly from central government? If that is the case, is he now committing the National Assembly for Wales equally to target Powys County Council, for instance, which has a major problem in costs?
