Commons Bill [HL]

The noble Baroness, Lady Miller, has raised an interesting point, although I do not support her in this amendment, which I think too restrictive. However, we hope that we shall have a marine Bill—we know that we will have a draft one—sooner rather than later. I think that this issue should be addressed in that legislation. That probably does not help the noble Baroness. However, she has raised an interesting issue. Although I cannot support the amendment, or the context in which it is presented, I think the issue has to be addressed sooner rather than later.
