I wonder whether the Minister understood that my amendment merely stated that the two authorities should agree on regulations prescribing the standard terms of the constitution. We did not suggest that the two authorities should agree on all the regulations that will be applied under the Bill. It was only for the standard terms of the constitution. As has been pointed out to us, there will be possibilities for varying the constitution to suit the circumstances of individual commons associations, but it might be a help if the standard terms were uniform across the two authorities. That is the area that we wish to probe. We probably wish to revisit this at some point, but in the meantime, I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
