I hope I have not got this wrong, but in Amendment No. 142, which the Minister introduced and for which he should be congratulated, he puts paragraph (a) in front of paragraph (b): that is the management of agricultural activities on the land, for which the association is established, in front of the management of vegetation on the land. I wonder if that indicates that the management of agricultural activities has preference over the management of vegetation. Bearing in mind that English Nature—shortly to become Natural England—will have a requirement to see that these areas of SSSI are in a favourable condition, it may well conceive that the vegetation in some cases is more important than agricultural activities and, therefore, there could be a conflict. Indeed, I think we will talk about this, although not quite in the same way, on the Natural Environment and Rural Communities Bill when we will be talking about conflict resolution clauses. Can the Minister indicate which is more important?
