Proceeding contribution from Lord Prys-Davies (Labour) in the House of Lords on Tuesday, 18 October 2005. It occurred during Debate on bill and Committee proceeding on Commissioner for Older People (Wales) Bill [HL].

Commissioner for Older People (Wales) Bill [HL]

I want to comment on the Henry VIII clauses and on the report on the Bill of the Delegated Powers and Regulatory Reform Select Committee. The members of the committee concluded that they were not too concerned about the Henry VIII powers in Clauses 4(1), 6, 7(1) and 7(6). However, they did express some unease about paragraph 2 of Schedule 1, and these amendments address that paragraph. I have read the letter sent by the Minister to the chairman of the Select Committee and I am grateful to have sight of it. It is very helpful, so far as it goes. Has the Minister received a response from the Select Committee? If not, I suggest that this may be a matter to which we shall have to return after the Select Committee has offered a view on the letter of 13 October 2005.
