May I first answer my noble friend’s second point? Given the complexity of the legal term ““qualified privilege””, I think it best if I write to my noble friend and copy the letter to everyone else here. On the protection of the whistle-blower, a complainant’s communications with the commission will be subject to qualified privilege. Where the complainant is the whistle-blower, there will therefore be that limited protection. If my noble friend would like more detail on what is a very important point, I will be happy to provide him with that before the Committee meets again.
