Proceeding contribution from Lord Rowlands (Labour) in the House of Lords on Tuesday, 18 October 2005. It occurred during Debate on bill and Committee proceeding on Commissioner for Older People (Wales) Bill [HL].
Commissioner for Older People (Wales) Bill [HL]
I am very grateful and appreciate that it would be far better to have a considered view on the matter. I am thinking of where the commissioner himself receives the information from the whistle-blower and then incorporates that information into his report. He is covered completely in making his report; surely at that stage, the whistle-blower should be, because the commissioner has accepted or taken on board the information provided by the whistle-blower.
