Proceeding contribution from Lord Roberts of Llandudno (Liberal Democrat) in the House of Lords on Tuesday, 18 October 2005. It occurred during Debate on bill and Committee proceeding on Commissioner for Older People (Wales) Bill [HL].

Commissioner for Older People (Wales) Bill [HL]

We support the amendment. If you promote, it is like pointing a finger at someone and saying, ““Aha, do you see the problem over there?””. But if you are to safeguard, you have to do something active and very positive. That is what is needed here. It is not only being aware; it is not only promoting: it is a matter of getting there and doing something positive. We support the amendment.
