Commissioner for Older People (Wales) Bill [HL]

I have had difficulties with the two standards referred to in the Bill, as have the noble Lords, Lord Roberts of Conwy and Lord Roberts of Llandudno. The Bill refers to two standards: the standard of good practice, which is contained in Clause 2(1)(c), and the standard of best practice, which is contained in Clause 11(1) and which is the standard the guidelines will seek to achieve in practice. Why should these two different standards be on the face of the Bill? The authorities should seek to achieve the higher standard of best practice which is to be laid down in the guidance. That is surely the standard the commissioner should encourage the providers of care to achieve.
