Commissioner for Older People (Wales) Bill [HL]

Amendment No. 15 inserts the word ““rights”” and I support it. The explanatory paper produced by the Wales Office and submitted to the Delegated Powers Committee states on Clause 8 that it is the intention of the Assembly that assistance will be made available in respect of those matters,"““which have a more general application or relevance to the rights and welfare of older people in Wales””." So in the memorandum we have a reference to assistance in respect of rights. But nowhere else in the Bill, as far as I can see, is there a duty on the commissioner to promote rights. Therefore, where is the authority that enables the Assembly to assist proceedings in respect of rights? If my noble friend tells me that interests—a key word in this section—is wide enough to include rights, then that should be in the interpretative clause of the Bill. Can my noble friend clear up that difficulty?
