Commissioner for Older People (Wales) Bill [HL]
The noble Lord, Lord Rowlands, has raised a very important point of principle, and I find some of his arguments compelling. The order in which the commissioner uses his influence is an interesting question, because perhaps he should intervene at some time and have discussions before the budget is set. But that is another matter.
