Commissioner for Older People (Wales) Bill [HL]

I agree with the noble Lord. Yes, of course there are such agencies. It is when they fail that someone like the Children’s Commissioner, who has a specific responsibility for the welfare of children in Wales, feels very aggrieved. All I am saying is that a similar situation could occur in the event that a dreadful situation took place in Wales involving elderly people, and the Commissioner for Older People could protest that there was nothing that he could do about it. We must consider the matter further and give as much consideration as we can to those bodies that have been involved in the production of the Bill. They make the point very strongly that what they find wrong with the Bill is that there are no enforcement powers in the hands of the commissioner.
