Proceeding contribution from Lord Lloyd of Berwick (Crossbench) in the House of Lords on Monday, 5 December 2005. It occurred during Committee of the Whole House (HL) and Debate on bill on Terrorism Bill.
Terrorism Bill
I am concerned that the Minister should explain this a little further. As I understand it, the concession does not go so far as removing recklessness altogether, which is the amendment to which the noble Lord, Lord Goodhart, and I put our names. If that is the concession, I am going home, but I imagine that it is not.
