Terrorism Bill
We have been talking about encouragement, but I remind noble Lords that the phrase used in Clause 1(1) is not merely ““encouragement””, but also ““or other inducement””. That may be one of the issues which arise in relation to matters such as promise of reward, either here or hereafter. I have one further point. Subsection (4) refers to indirect encouragement, but it does not make any reference to indirect inducement. There may be a good reason for that. I do not know whether the Minister is in a position to explain it, but it seems that the point should at some stage be addressed.
