Terrorism Bill
: Can the Minister help me on the last point before she moves on? Suppose that a person supports a particular armed struggle but disapproves of some of the terrorist tactics they use. Supposing they make a speech supporting the cause, and they know—they do not approve but they know—that one of the effects of their speech will be to strengthen those who want to use terrorist tactics in their favour. Will they be caught by the new government amendment with its subjective recklessness test?
