Yes, because at the moment Clause 2 is restricted to a narrow group. We intend, through the amendments we are making, to remove that restriction so that it could be of general application. Clause 2(9) provides that:"““In proceedings against a person for an offence under this section in respect of any conduct falling within subsection (1)(a) to (f) it is a defence for him to show””," and then it sets out, in paragraphs (a) to (d), the extent to which they are able to take advantage of those defences. Clause 2(9) will then be of general application, so that academics, librarians and others will be able to fall within these provisions.
