Proceeding contribution from Baroness Scotland of Asthal (Labour) in the House of Lords on Monday, 5 December 2005. It occurred during Committee of the Whole House (HL) and Debate on bill on Terrorism Bill.

Terrorism Bill

I shall soldier on regardless doing my incompetent best. The amendments provide an opportunity to remove the various references to ““glorification”” in Clauses 1, 2, 3 and 21—and I understand that the noble and learned Lord, Lord Lloyd, would like to remove Clause 21 entirely—and, consequentially, provisions in Clause 22. I think that that intention is clear. The noble Lord, Lord Goodhart, says that this amendment is to save face because it is a manifesto promise. It is odd to describe an expression of the Government’s intent, given to the people of this country, who have democratically elected the Government on the basis of that intent as an opportunity to save face. I assure the noble Lord that we intend to keep manifesto promises. We believe that they are important as they are the contract that we make with the people of this country and that we have every intention of honouring.
