Proceeding contribution from Baroness Scotland of Asthal (Labour) in the House of Lords on Monday, 5 December 2005. It occurred during Committee of the Whole House (HL) and Debate on bill on Terrorism Bill.

Terrorism Bill

I thank the noble and learned Lord for that concession. It is important because as the noble and learned Lord—and, indeed, all noble Lords—will be aware, a great deal of work went into its preparation, to study the mischief which any new Bill should have to address. We looked carefully into what the substance of concern was, what the nature of the difficulties was, and how they should be best addressed. The noble Lord, Lord Carlile of Berriew, gave us great service in his initial report by outlining those difficulties, which we have taken seriously. They cover the manner in which the radicalisation of young, impressionable people has taken place. Therefore it would be quite wrong to suggest that this provision has neither utility nor importance and that it is not directed toward a specific mischief which needs to be addressed with a degree of vigour.
