On the contrary, if the noble Lord has nothing more to say, it means that he understands the provision no more than I do. Therefore, although I shall withdraw the amendment, I hope that something a little more lucid can be granted to us at the next stage. I repeat that it is almost impossible to put meaning into the provision, but I shall not go on about that; Members of the Committee can have a happy hour or two before Report working it out for themselves.
