Terrorism Bill

Would my noble friend allow me to intervene for a moment? We will come to the use of Section 44 later in the Bill. My noble friend has pointed out exactly the kind of issue that concerns many of us: that the Terrorism Act has involved a huge abuse of the Section 44 stop and search powers. Seventy per cent of the people who were stopped and searched were white because it is accepted that the power was being used inappropriately.
