Proceeding contribution from Baroness Ashton of Upholland (Labour) in the House of Lords on Tuesday, 20 December 2005. It occurred during Debate on bill and Committee proceeding on Compensation Bill [HL].
Compensation Bill [HL]
Unsurprisingly, I shall not be able to answer that immediately. Of course, there could be other wording. But my personal view is that I would rather not try to do something in law when the courts are perfectly capable of recognising what is an apology for the incident and what is an apology as an admission of guilt. There is a huge area where that is particularly pertinent, which we are solving through a different Bill.
