Proceeding contribution from Baroness Scotland of Asthal (Labour) in the House of Lords on Tuesday, 20 December 2005. It occurred during Committee of the Whole House (HL) and Debate on bill on Terrorism Bill.
Terrorism Bill
It means that anyone who is identified and entrusted with this work has to be at least at that level. Of course, it would be invidious to say, ““It has to be within this department and it has to be this person””, but it has to be an identified person who is at the level of a senior civil servant.
