Terrorism Bill

My Lords, I ask the Minister to take due note of the points made by the noble Baroness, Lady Williams. I hope that my noble friend can assure the House that the sentence she quoted from the letter of my right honourable friend Hazel Blears is a mistake because it is indeed chilling. It would require libraries and universities to interrogate the motives of all their readers and all their students—an absolutely impossible task. In many cases, of course, publications would not have the defence under Clause 2(9) of endorsing views. The example given of the chemistry text book is one where that defence would not be available. I endorse what the noble Baroness, Lady Williams, said with respect to the letter from the Minister of State at the Home Office. I hope my noble friend on the Front Bench can assure the House that it is a mistake.
