My Lords, then I shall not take long. The Government accept the position that has been brought about as a result of amending Clause 1. For the record, however, the Government believe that this is something to which we will have to return. As the noble Lord, Lord Kingsland, has just indicated, and as your Lordships are well aware, the reference to glorification in Clause 1 has now been taken out. In its place, a new definition of ““indirect encouragement”” has been inserted into the clause. As this is Burns Night, I hope that I may be permitted to observe that the decision to remove the glorification provision might be taken as proof, were any needed, that, in the words of the poet, the best laid plans,"““o’ mice an’ men       Gang aft agley””." I hope that noble Lords who hail from north of the Border will forgive my poor pronunciation. However, it is right and fair to alert the House that the Government have accepted the amendment technically but not necessarily in substance.
